While residence is granted to investors and wealthy individuals in most countries, there are currently only a handful of countries which offer citizenship-by-investment programs that provide a direct route to citizenship or residency based on investment. Citizenship by Investment programs offers the applicant and his family the opportunity to legally acquire a new citizenship and passport quickly and simply, without any disruptions to your life. Citizenship by investment may or may not require the applicant to reside in the country prior to naturalisation. Obligatory residence is beneficial for the country because the investor pays taxes, and also helps to improve the state’s economy by creating additional jobs, or increasing the consumption of goods. The Migration Bureau has sifted the best programs for you. Some of the benefits of citizenship, aside from visa-free travel, include access to markets, transportation and business facilities; a civil society with modern services and infrastructure. Citizenship by Investment waives off the normalisation period for people who make an economic contribution to the country, usually by making a donation to their government, or to invest in real estate in the country. These programs are the most fast track programs for obtaining the residency and citizenship  for life.

Bulgaria

Bulgaria boasts a rich and diverse culture and is one of the youngest EU member states. With its temperate climate and economic way of life makes it the ideal location in Southeast Europe.

Bulgaria’s Residence and Citizenship program includes a fast track citizenship option, which is one of the fastest programs leading to residence. In order to qualify you must have a net worth of 511,292 EUR. This amount must be deposited into a Governmental Bond Portfolio for an investment period of 5 years. The full amount of 511,292 EUR is returned to the investor at the end of the 5 year period. There will be no interest on the money however, the investment is fully guaranteed by the Government bonds.

Cyprus

Cyprus Visa programs

With its mild Mediterranean climate, Cyprus boasts a rich and diverse culture proving to be a very popular destination for investors. The country provides a safe and stable setting which is ideal for raising families and is set in the perfect location for business and travel. Cyprus also offers low property prices and low tax; and is a member of the European Union and of the British Commonwealth.

Direct Passport / Citizenship Program

One of the incentives the Cypriot Government has established to attract foreign direct investment is the Citizenship by Investment program. In September 2016, the program has undergone major changes making this an even more attractive program for property buyers and investors.

The Cyprus Government have now approved a revised scheme for granting Cypriot citizenship to non-European entrepreneurs and investors. The investment amount has now been reduced to EUR 2 million and there is no need for a collective group application. In addition, parents of the investor are also now allowed to apply along with children and partner.

The program is designed to grant full Cypriot citizenship to those investing EUR 2 million in real estate and who meet certain other requirements. The 2 million must either be used to purchase a residential property worth a minimum of 2 million and which can then be sold after 3 years; or, the 2 million can be used towards other investment options (we can provide further advice on these options) plus a residential property worth EUR 500,000 must be purchased. This property must be kept for lifetime, but can be used for rental purposes. If the applicant chooses the first option, the property worth EUR 500,000 is included within the 2 million. The returns on these investments, especially that of government bonds are relatively profitable. Successful applicants gain the right to live, work and study in all 28 EU member countries.

To be eligible to qualify for Cypriot citizenship, you are required to make an investment of 2 million EUR, in any one of the following:

  • Government Bonds
  • Cyprus Companies
  • Real Estate
  • Purchasing existing or starting a new business in Cyprus
  • Deposits in banks

The total processing time to obtain a Cypriot citizenship is only 3 months. Based on the above mentioned investments, the applicant will receive their Cypriot citizenship along with their spouse and dependent children and/or parents. Cyprus Visa – Residency Program

The Cyprus Residency Program, requires an applicant to make an investment in Real Estate of a minimum value of 300,000 EUR. The investment can be spread over two housing units or a combination of housing and commercial spaces. The applicant is also required to deposit a minimum of EUR 30,000 into a Cypriot bank account for a period of 3 years and show that he earns a minimum annual income of 30,000 EUR. There is an additional 5,000 EUR added onto this with each dependent. Once the residence permit has been received, the applicant and his dependents are only required to visit Cyprus once every two years, as a minimum.

Greece

Residence Permit by Investment

One of the world’s most popular tourist destinations, ranking in the world’s top 20 countries. Greece is known for its beaches, from the black sands of Santorini to the party resorts of Mykonos. It’s a geographically appealing place to visit, with a mountainous mainland and idyllic island beaches

In April 2013, Greece introduced law 4146/2013, giving Non-EU citizens and their family members the right to obtain Residency permits by investing in Real Estate in Greece. In order to Qualify, an investment of Euro 250,000 is required in real estate in Greece. The duration of the Residence permit is 5 years and it can be renewed indefinitely (for a 5-year period each time) provided that the investment is maintained by the applicant. However, citizenship can only be granted if they reside in Greece for 7 consecutive years of residency.

One of the main reason why the Greek program is particularly attractive is because this required investment amount is the lowest among the Southern European countries that have their own investment-based real estate programs.

Requirements:

In addition to the real estate investment applicants will need a clear criminal record and medical insurance to cover any stay in Greece. There is no minimum stay requirement.

Portugal

The Mediterranean climate for Portugal and its rich and diverse culture makes it an ideal location for families. The fast developing market is secure and perfect for investors alike who will have access to the entire Schengen zone.

Portugal’s Golden Resident program is aimed at attracting foreign direct investments to the country from non-EU investors who meet certain requirements. These are that they must invest in property, of a total value of up to or above EUR 500,000, or in property worth up to or above 350,000 EUR which is more than 30 years old or located in urban regeneration areas designated for refurbishing. In some cases, the investment amount may be reduced to EUR 280,000 if the investment is made in low density population areas. The funds must originate from abroad and proof of no criminal record must be provided.

This visa allows the applicant to reside and work in Portugal as well as having visa free travel within the Schengen member states. Temporary residence is granted initially for 5 years, after which you are eligible to apply for your permanent residence; and one year after can become a citizen of Portugal. You are able to include your spouse, dependent children and dependent parents. The minimum stay requirement is only 7 days for the first year and 14 days for subsequent 2 year periods.

Spain

Residency under the Spanish investor visa program allows a real estate investor and their immediate family to live in Spain. The minimum investment amount is Euros 500000 in Real estate and the investment need to be maintained for the period of 5 years. The legislation has no minimum period of residence. Hence an investor can buy a property in Spain, travel freely to Spain at any point and their family can do the same. The family can live in Spain permanently, with access to schools both state and private following the English curriculum. Eligibility for citizenship is usually after 10 years, at which point you will have access to study elsewhere at universities in Europe.
